Budget Statement 2026 – T&T First: Building Economic Fairness through Accountable Fiscal Policies presented by Presented by the Minister of Finance the Honourable Davendranath Tancoo, MP., Minister of Finance in the House of Representatives on Monday, October 13, 2025.

Mr. Speaker, I am honoured to deliver the UNC’s inaugural Budget.

On April 28, 2025, the people of Trinidad and Tobago, by their collective action, gave this UNC Government a resounding mandate to restore good governance, rebuild our economy and improve the lives of every citizen across our beloved nation.

They asked for sincerity and compassion in government. They asked for a credible plan to move Trinidad and Tobago forward.

They asked for jobs, growth, prosperity and social peace. It is therefore a profound privilege to present the 2026 Budget to this Honourable House.

Media Release: Minister of Finance Addresses TTMA Post Budget Forum

The Honourable Davendranath Tancoo, Minister of Finance on October 14th, 2025, delivered the feature address and also participated in an open panel discussion at the Trinidad and Tobago Manufacturers’ Association’s (TTMA) annual Post Budget Forum held at the HYATT Regency Trinidad.

In his address, Minister Tancoo commended the TTMA and manufacturers for their resilience and progress over the past decade, despite the numerous challenges.

“Given your constraints TTMA stepped up, Manufacturers stepped up. Change has come, and I look forward to all Manufacturers’ continuing to develop, grow, and work together with us as we take this country forward. You are the engine of growth of the economy of Trinidad and Tobago. You are where development will come from” he said.

Social Sector Investment Programme 2026

T&T’s social sector remained a stabilising force in FY 2025, with approximately TT$21.99 billion (about 33% of total expenditure) channelled to key Social Sector Ministries (SSMs) and the THA to protect the vulnerable, build human capital, and sustain community resilience. Over the 2021 to 2025 period, allocations averaged approximately 35% of the national budget, rising from 32% in FY 2022 to 37% in FY 2023, 38% in FY 2024, before easing to 33% in FY 2025, signalling consistent prioritisation despite tighter fiscal space.

FY 2025 unfolded amid fiscal headwinds and social pressures common across the Caribbean. Even so, the social sector continued to anchor equity, access, and resilience, consistent with the role described in prior SSIPs. The GoRTT budgeted TT$54.224 billion in revenue and TT$59.741 billion in expenditure (deficit TT$5.517 billion; 2.91% of GDP). Within this envelope, SSM’s expenditure solely focused on education, health, social protection, community development, housing, and youth, anchoring inclusive growth and social stability.

Public Sector Investment Programme 2026

During fiscal year 2026, emphasis will be placed on building public institutions and infrastructure, empowering citizens through education and job opportunities, fostering safety and justice within our society while strengthening the economy through diversification, ease of doing business and wider use of advanced technology. To support the implementation of these priorities, an overall 2026 PSIP allocation of $4,100.0 million is proposed for the implementation of programmes and projects by Central Government, Local Government Bodies and the Tobago House of Assembly (THA).

In pursuit of more effective and efficient implementation of capital development initiatives, the Ministry of Planning, Economic Affairs and Development, which has responsibility for managing the PSIP, will be enhancing its strategic approach to the preparation of the Programme. Beginning in fiscal year 2026, it will take steps to shape the PSIP to reflect a medium-term outlook, allowing for more coherent and cohesive planning and the establishment of a robust pipeline of high-impact projects.

In addition, the Ministry will continue to engage the public sector executing agencies with a view to resolving implementation constraints , improving the performance of the PSIP towards achieving development objectives, and accounting for public finances. Further, the Project Planning and Reconstruction Division (PPRD) of the Ministry will persist in working collaboratively with the agencies, providing day-to-day guidance on managing their programmes and projects in the PSIP.

Public Sector Investment Programme 2025

Ministries, Departments and Agencies (MDAs) have been working assiduously to build their capacity to effect the Act in accordance with the Procurement Regulations and the requirements of the Office of Procurement Regulation (OPR). The OPR has been providing guidelines to assist MDAs in undertaking procurement activities. In this regard, the Public Sector Investment Programme 2024 provides further information on the execution of the new procurement system and procedures as they relate to the PSIP. Importantly, in an effort to ease some of the procurement challenges, the OPR executed the Public Procurement and Disposal of Public Property (Simplified Procurement) Regulations, 2024 of April 5, 2024. Further, in fiscal year 2025, the Ministry of Planning and Development will continue to convene regular meetings at the Ministerial level with a view to resolving constraints for smoother and increased rates of implementation of the PSIP. Additionally, the Ministry, through the Project Planning and Reconstruction Division (PPRD), will continue to increase its engagement with MDAs to provide day-to-day guidance on project development and management of their respective PSIP allocations. The PPRD will also increase its monitoring of the projects, including sites visits, to ensure prudent financial management and the application of sound project management principles.

Social Sector Investment Programme 2025

The Social Sector Investment Programme (SSIP) remains indicative of the Government’s enduring commitment towards the social protection needs of the vulnerable population. Overall, the SSIP works to translate the Government’s vision for the sustainable development of the society into tangible programmes and projects. These projects and programmes align with the goals of the government’s overarching national planning framework, the National Development Strategy 2016-2030 (Vision 2030). The Roadmap to Recovery Report (R2R) and the Community Recovery Report (CRR) also influence the development of projects and programmes across the social sector.

The SSIP 2025 provides a synopsis of Trinidad and Tobago’s (T&T’s) performance on multiple indices, including the United Nations Development Programme (UNDP) Human Development Index (HDI) and the Multi-Dimensional Poverty Index (MPI). Based on the HDI, T&T is a leader in the Caribbean region in terms of its economic strength and its levels of socio-economic development. The Human Development Report 2023/2024 indicated that T&T was ranked 60 out of 193 countries with a score of
0.814 and was among the highest-ranking human development countries. Some of the indicators provided in the Report included:

Public Sector Investment Programme 2024

As we move into Fiscal 2024 and thus closer to the end of the Planning Horizon 2021-2025, it is imperative that implementation of initiatives funded through the Public Sector Investment Programme (PSIP) be heightened. This is towards achieving our National Goals as outlined in our National Development Strategy 2016-2030 (Vision 2030), as well as implementing the recommendations of the Roadmap to Recovery Reports (RRR) and the Community Recovery Reports (CRR). Over the next two years, efforts by the Ministry of Planning and Development (MPD) will continue to focus on assisting Ministries, Departments and Agencies (MDAs) in removing bottlenecks to PSIP implementation and overcoming implementation challenges.

Social Sector Investment Programme 2024

The Government of the Republic of Trinidad and Tobago (GoRTT) Social Sector Investment Programme (SSIP), continues to be of paramount importance in meeting the social protection needs of the vulnerable population. Consequently, the SSIP works to transform Government’s vision for the sustainable development of the society into tangible programmes and projects. These projects and programmes are designed to realize the goals set out in Government’s overarching national planning framework namely the National Development Strategy 2016-2030 (Vision 2030). During fiscals 2019-2023, Government allocated $100 billion1 to key social sector Ministries and social divisions of the Tobago House of Assembly (THA), demonstrating its ongoing obligations to social protection.

Moreover, the SSIP  2024 examines the social economic climate of Trinidad and Tobago, and the developments made toward attaining social transformation. It also provides an overview of the national social context by analysing existing and new social sector initiatives, as well as investments made by the key social sector Ministries, and the Tobago House of Assembly (THA) toward social development, during the 2023 fiscal year.
