The Government of Trinidad and Tobago having noted the substantial savings to be
derived from the e-Auction process and the added benefit of improving accountability
and transparency in the procurement process, agreed to implement e-auction as an
alternative form of procurement in the State Enterprise Sector.

In 2002, the Government of Trinidad and Tobago identified the need for the reform of the domestic financial system as part of its objective of achieving developed country status by the year 2020. A White Paper on the Reform of the Financial System of Trinidad and Tobago was prepared and subsequently laid in Parliament on June 30th 2004. The White Paper sets out the Policy Framework and Reform Initiatives that will be pursued in establishing Trinidad and Tobago as the Pan-Caribbean Financial Center (PCFC) of the ACS region.

Procurement Reform – A Green Paper

The inherent weaknesses in the current procurement system in Trinidad and Tobago mandate that a new objective and comprehensive approach to procurement be undertaken. In 2003, Cabinet appointed a Committee to review the Government’s procurement policy and processes. The Committee met over the period October 2003 to May 2004 and completed the preparation of a draft Policy on Government Procurement. On September 15th, 2004, the Green Paper titled “Reform of Government’s Procurement Regime” was laid in Parliament. In this Green Paper, the Committee identified the imperatives for reform, reviewed the current system and the legislative background, and identified the weaknesses of the system. Also included in this document are the fundamental components of current best practice, existing procurement models, and the preferred model for Trinidad and Tobago.
