This is done through sustainable development investments in programmes and projects under the Public Sector Investment Programme (PSIP).<br><br>The PSIP forms the capital investment component of the National Budget and is funded by the Consolidated Fund (CF) and the Infrastructure Development Fund (IDF). This is a vital planning and budgeting tool that enables the Government to translate its long-term vision and policy objectives into tangible projects. Through these funding mechanisms, the PSIP plays a crucial role in advancing Tobago’s growth and improving the quality of life for all as it relates to fiscal year 2026 theme &#8211; <strong>Trinidad and Tobago First: Building Economic Fairness Through Accountable Fiscal Policies.</strong><br></p>

<p>The focus of the THA is to make Tobago “the greatest little island on the planet” through the implementation of projects and programmes under the Public Sector Investment Programme (PSIP).<br><br>The PSIP represents the capital expenditure component of the National Budget and is an instrument used by Government to affect its vision and policies. It is a budgeting and strategic planning tool made up of projects and programmes, designed to achieve the goals set out in the Government’s overarching policy. It is a mechanism by which scarce resources are allocated to areas of national priority.<br>The Central Government through the Consolidated Fund (CF) and the Infrastructure Development Fund (IDF) provides financing for the national PSIP, including the Tobago PSIP. The aim of the Tobago PSIP is to develop the island and by extension, improve the lives of the citizens, by implementing the policies and plans of the Vision 2030 National Development Strategy (NDS) 2016-2030 (Vision 2030) and the Comprehensive Economic Plan 2.0.</p>

<p>The Public Sector Investment Programme (PSIP) is the investment plan utilised by the Government of the Republic of Trinidad and Tobago (GORTT) for the achievement of the national development objectives. The PSIP is funded by the Central Government through the Consolidated Fund and the Infrastructure Development Fund. Tobago’s PSIP consists of all the programmes and projects executed by the Divisions within the Tobago House of Assembly (THA). <br><br>The THA’s mandate is to formulate and implement policy in Tobago on matters proclaimed in the Fifth Schedule of the THA Act, 40 of 1996. In keeping with the THA’s policy mandates, the Tobago PSIP is geared towards highlighting the specific requirements of the island as reflected in the national PSIP agenda.</p>
