<p class="has-text-align-left">&#8220;This past year, the FIUTT has seen several areas of growth and achievement, positioning the FIUTT at the forefront of financial intelligence, AML/CFT/ CPF compliance supervision, as well as, an Oversight Authority for FATF defined NPOs in Trinidad and Tobago. We demonstrated our commitment to the integrity of the AML/CFT/CPF regime in Trinidad and Tobago, not only through our intelligence, supervision, enforcement and outreach work, but also through accomplishments that have enhanced our reputation, and through which we have continued to solidify the respect of our domestic and international partners. With an ever-changing financial landscape with crimes becoming increasingly sophisticated, knowledge, adaptability, foresight and international cooperation are amongst our most powerful tools.</p>



<p class="has-text-align-left"><br>During this reporting period, the FIUTT’s strategic priorities were further actualised, with the approval of the Ministry of Finance. Strategic priorities included, procurement for the digitisation of the Compliance and Outreach Division business operations from registration to enforcement; the refresh of the data centre; the upgrade to the security framework; data analytics software engagement; and initial scoping of virtual asset service providers (VASPs) software and training.&#8221;</p>

<p>The Financial Intelligence Unit of Trinidad and Tobago (FIUTT) and the Inland Revenue Division (IRD) have formalised their commitment to enhanced collaboration in combatting money laundering, terrorism financing, proliferation financing, tax avoidance and other crimes through the signing of a 2026 Memorandum of Understanding (MOU).<br><br>The objective of the MOU is for both departments to collaborate within the provisions of their governing Acts, and to subsequently share information on their own motion or upon request. In this regard, the FIUTT Act provides for the FIUTT’s collection, analysis, dissemination and exchange of financial intelligence to law enforcement authorities (including the IRD), while the IRD will be responsible for investigations and prosecutions (civil, criminal, or administrative) under its legislative purview, as it relates to tax offences and Money Laundering (ML) matters.</p>

<p><em>The &nbsp;FIUTT &nbsp;supervises and &nbsp;monitors &nbsp;over &nbsp;5,000 entities, &nbsp;spanning &nbsp;15 diverse sectors, &nbsp;to ensure adherence to AML/CFT/CPF regulations. The risk­ based approach in its supervisory efforts, allows for the efficient allocation of resources &nbsp;by prioritising higher-risk entities over those assessed as lower risk.<br><br>The business activities supervised by the FIUTT are defined in the First Schedule of the POCA, Section 2(1) of the FIUTTA, and Section 4(1)(a) of the NPO Act, establishing the obligations of these entities.<br><br>Included in the FIUTT&#8217;s AML/CFT/CPF supervision, are &nbsp;two &nbsp;specific &nbsp;categories &nbsp;of entities: E-Money Issuers (EMis), categorised within &nbsp;the &nbsp;Money &nbsp;or Value Transfer Services &nbsp;(MVTS) sector, and Non­ Profit Organisations (NPOs), only &nbsp;those &nbsp;with &nbsp;an The &nbsp;FIUTT &nbsp;supervises and &nbsp;monitors &nbsp;over 5,000 entities, spanning &nbsp;15 diverse sectors, &nbsp;to ensure adherence to AML/CFT/CPF regulations. <p>During this reporting period, the FIUTT continued to fulfil its responsibility as a national centre for the gathering, analysis and dissemination of financial intelligence. The FIUTT also functions as an Anti-Money Laundering, Counter Financing of Terrorism and Counter-Proliferation Financing (AML/CFT/CPF) Supervisory Authority, over Non-Regulated Financial Institutions (NRFIs) and Listed Businesses (LBs) in Trinidad and Tobago.<br><br>Having exited the Financial Action Task Force (FATF) International Co-operation Review Group (ICRG) increased monitoring process (the grey list) in February 2020, Trinidad and Tobago continued to be subject to the Enhanced Follow-up Process under the Caribbean Financial Action Task Force (CFATF). Notable achievements were obtained under this process, as stated in the previous reports.</p>

<p class="has-text-align-left"><strong><em>The Financial Intelligence Unit of Trinidad and Tobago (“the FIUTT”) has always applied diligence and reverence for the law in the utilization of it powers. The FIUTT therefore ensures that when requests are made to Financial Institutions and Listed Businesses for information, it has sufficient and lawful basis for doing such.<br><br>Under the FIUTT Act, the organization can request financial information from a Financial Institution or Listed Business in several circumstances in order to effectively achieve its intended mandate. The FIUTT may request information under numerous circumstances, for example, when analyzing a report/s; collection of data as required for tactical analysis. This is required in order to generate activity patterns, trends and typologies, investigative leads and also identify possible future behavior. Additionally, the FIUTT may request information from a Financial Institution or Listed Business when it receives a request from a foreign FIU or from local Law Enforcement Authorities for financial information.</em></strong></p>

<p>It is indeed my distinct pleasure, in this year, 2022, to celebrate with all citizens of Trinidad and Tobago, the significant milestone of our 60th year of Independence (a diamond jubilee) as a country and the publication of the FIUTT’s thirteenth Annual Report for 2021/2022.<br><br>Amidst the challenges presented during the period under review 2021/2022, the FIUTT continued its operations to strengthen the AML/CFT/CPF regime of the country, in accordance with the Financial Intelligence Unit of Trinidad and Tobago Act, Chap. 72:01 (FIUTTA) and international standards.<br><br>The global COVID-19 pandemic has cast a long shadow over the past fiscal year, 2021/2022. The pandemic has caused disruption of unimaginable proportions, affecting all facets of life, not only in Trinidad and Tobago. We continue to pay tribute to, and remember all lives lost and hardships suffered due to COVID-19. As we remember the hardships endured by many, we should also recognise the resilience that Trinbagonians have demonstrated throughout this crisis.</p>

<p>I acknowledge that indeed the COVID-19 Pandemic caused the year under review, to be a year of disruption in unimaginable proportions, affecting all facets of life, not only in Trinidad and Tobago. We pay tribute to and remember all lives lost and hardships suffered due to COVID-19. In this reporting period, the Financial Intelligence Unit of Trinidad and Tobago (“the FIUTT”) faced many unique challenges which altered the normal operations of the FIUTT. However, we have re-committed ourselves in purpose to assist Trinidad and Tobago to prevent and combat ML/FT and PF and all forms of other related financial crimes.<br><br>I am pleased to present the Annual Report 2020/21 for the FIUTT. Each year the FIUTT publishes a report providing an account of its activities for the past financial year. This is the twelfth such report. This year has been another eventful year, despite all the hardships experienced. I am proud to share with you the achieved results of the FIUTT, which is an exceptionally courageous Team, for the 2020/21 financial year. The FIUTT with our stakeholders in the public and private sectors remained steadfast as we weathered the COVID-19 storm and battled its challenges together to ensure an effective AML/CFT/CPF regime was maintained in Trinidad and Tobago.</p>
