<p>During fiscal year 2026, emphasis will be placed on building public institutions and infrastructure, empowering citizens through education and job opportunities, fostering safety and justice within our society while strengthening the economy through diversification, ease of doing business and wider use of advanced technology. To support the implementation of these priorities, an overall 2026 PSIP allocation of $4,100.0 million is proposed for the implementation of programmes and projects by Central Government, Local Government Bodies and the Tobago House of Assembly (THA).<br><br>In pursuit of more effective and efficient implementation of capital development initiatives, the Ministry of Planning, Economic Affairs and Development, which has responsibility for managing the PSIP, will be enhancing its strategic approach to the preparation of the Programme. Beginning in fiscal year 2026, it will take steps to shape the PSIP to reflect a medium-term outlook, allowing for more coherent and cohesive planning and the establishment of a robust pipeline of high-impact projects. <br><br>In addition, the Ministry will continue to engage the public sector executing agencies with a view to resolving implementation constraints , improving the performance of the PSIP towards achieving development objectives, and accounting for public finances. Further, the Project Planning and Reconstruction Division (PPRD) of the Ministry will persist in working collaboratively with the agencies, providing day-to-day guidance on managing their programmes and projects in the PSIP.<br></p>

<p>Ministries, Departments and Agencies (MDAs) have been working assiduously to build their capacity to effect the Act in accordance with the Procurement Regulations and the requirements of the Office of Procurement Regulation (OPR). The OPR has been providing guidelines to assist MDAs in undertaking procurement activities. In this regard, the Public Sector Investment Programme 2024 provides further information on the execution of the new procurement system and procedures as they relate to the PSIP. This information can be accessed at: https://planning.gov.tt/sites/default/files/2024%20Public%20Sector%20 Investment%20Programme.pdf, Pages 17 to 21.<br><br>Importantly, in an effort to ease some of the procurement challenges, the OPR executed the Public Procurement and Disposal of Public Property (Simplified Procurement) Regulations, 2024 of April 5, 2024. These Regulations can be accessed at: https://oprtt.org/wp-content/uploads/2024/04/Public-Procurement-and-Disposal-of-Public-Property-Simplified-Procurement-Regulations-2024.pdf.<br><br>Further, in fiscal year 2025, the Ministry of Planning and Development will continue to convene regular meetings at the Ministerial level with a view to resolving constraints for smoother and increased rates of implementation of the PSIP. Additionally, the Ministry, through the Project Planning and Reconstruction Division (PPRD), will continue to increase its engagement with MDAs to provide day-to-day guidance on project development and management of their respective PSIP allocations. The PPRD will also increase its monitoring of the projects, including sites visits, to ensure prudent financial management and the application of sound project management principles.</p>

<p><strong><em>As we move into Fiscal 2024 and thus closer to the end of the Planning Horizon 2021-2025, it is imperative that implementation of initiatives funded through the Public Sector Investment Programme (PSIP) be heightened. This is towards achieving our National Goals as outlined in our National Development Strategy 2016-2030 (Vision 2030), as well as implementing the recommendations of the Roadmap to Recovery Reports (RRR) and the Community Recovery Reports (CRR). Over the next two years, efforts by the Ministry of Planning and Development (MPD) will continue to focus on assisting Ministries, Departments and Agencies (MDAs) in removing bottlenecks to PSIP implementation and overcoming implementation challenges.</em></strong></p>

<p>The 2023 PSIP will fund medium-term developmental priorities, seek to create the environment that will enable diversification of the economy, improve social conditions with a focus on youth development at all levels and improve the quality of life of citizens from birth to adulthood. These investments also include initiatives that support rebuilding of the economy, digital transformation and food security, with a focus on youth in agriculture and the modernisation of farming techniques. Focus will also be placed on preserving our social fabric through the development of key sectors such as PUBLIC SAFETY AND CITIZENS SECURITY, MANUFACTURING, CONSTRUCTION, TOURISM, THE CREATIVE AND CULTURAL INDUSTRIES. The development of the green and blue economies will continue with a focus on the management of the effects of climate change and environmental issues, financial services as well as energy and energy industries.</p>

The PSIP comprises programmes and projects of Ministries, Departments and Agencies (MDAs) designed to achieve national strategic objectives and it is funded through the Consolidated Fund (CF) and the Infrastructure Development Fund (IDF).&nbsp; These programmes and projects are designed to realize the goals set out in Government’s National Development Strategy (NDS) 2016 – 2030 (Vision 2030), which haves also been linked&nbsp; to the Roadmap to Recovery Committee Report&nbsp; and Government’s Policy Framework.&nbsp; The achievements recorded as a result of these investments will be demonstrated improved quality of life, economic development, built infrastructure, employment generation and stronger institutional systems.&nbsp; </p>
